What are Horizontal Lifelines, and What Type of Fall Protection Do They Provide?

There are figurative lifelines, like helping someone through a challenging situation, enacting a social program to aid those in need, and relying on the audience or a friend at home to answer a game show question when you are in over your head.

Conversely, if you are in over your head in the water, a literal lifeline is a rope or other device someone tosses to you so you can be pulled onto the shore or into a boat and not drown.

Another literal definition is a fall protection lifeline for working at heights, an inherently dangerous proposition. There are also distinct types of fall protection lifelines. Understanding the difference and proper applications of lifelines is fundamental to an organization having a coherent fall protection plan.


What Constitutes a Horizontal Lifeline?

Fundamentally, a fall protection lifeline has several components that fit into three basic categories:

  1. Anchorage – A “tie-off” point that can support the weight and force of workers who slip and fall.
  2. Body Wear – Personal protective equipment worn by the worker, such as a full-body harness.
  3. Connecting Device – The link between the anchor and body wear, such as a wire rope, cable, shock-absorbing lanyard, or self-retracting lifeline (SRL).

There are two main types of fall protection lifelines: horizontal and vertical. Horizontal lifelines are ideal for workers moving laterally across a workspace, for example, along the rooftop, on the edge of a building, or above machinery and vehicles inside a facility. Vertical lifelines are needed when workers move up and down, such as on ladders or scaffolding or over the roof edge for window washing, façade maintenance, or other indoor and outdoor duties.


Active vs. Passive

A Horizontal Lifeline System directly involves the worker, so it is considered “active” fall protection. Using a lifeline requires personal protective equipment, specialized user training, and an inspection before every use (more thorough inspections are required at periodic intervals). In contrast, a passive fall protection system, such as a roof edge guardrail, does not require special equipment or training to use. It just is. Active and passive fall protection is often used in conjunction for optimum fall protection; however, there are instances where passive fall protection may not be practical, so a lifeline is necessary. 


Restraint vs. Arrest

Fall Restraint

Fall restraint systems are designed to prevent workers from reaching a point where a fall could occur. The length of the lifeline and its positioning prevent the worker from reaching a hazard, such as a roof edge or a skylight, where a fall to a lower level might happen.

If the worker slips and falls, it is on the same level with less chance of a severe injury. Otherwise, the worker can move freely within the span of the lifeline.

Fall Arrest

Fall restraint systems aim to prevent falls to a lower level; fall arrest systems are designed to stop a fall that has already begun, especially to a lower level. To this end, a fall arrest system also includes a deceleration device that reduces the speed of the worker who has fallen. Fall arrest systems enable workers to move more freely within a designated area.

Fall arrest should be used instead of fall restraint only when fall restraint is not possible or practical. Examples of such conditions include:

  • The work must be performed at the leading edge of a rooftop or other area.
  • There is a confined space where a safety railing cannot be installed.
  • The working surface is fragile.

Since fall arrest poses a greater risk of a severe injury it also requires a rescue plan to minimize suspension trauma. Employers must evaluate the specific risks involved and provide the appropriate fall protection equipment and training to ensure the safety of their workers.
